Most agencies think they have a pipeline problem. Most of them are wrong.

The first call with a new agency client almost always goes the same way.

They want more leads. They want a better outbound system. They want to know what sequences to run, which tools to use, how many touches before giving up. They have already decided what the problem is before I ask a single question.

Sometimes they are right. But more often, the thing they think is broken is not actually what is holding them back.

I have built growth playbooks for four agencies over the past few months. Each one came in with a version of the same story: business development is inconsistent, new client flow is unpredictable, and the fix is probably some combination of better outreach and more structure around it. That framing is not wrong, exactly. But it skips a step that matters.

Before you can fix a BD problem, you have to know what kind of BD problem you actually have.

In my experience so far, the root cause is different in almost every case. One firm needed outbound infrastructure. They had no system for getting in front of the right companies at the right moment, and building one changed everything. Another had the opposite issue. They had existing relationships that were quietly generating work, but no structure around them, so the flow was unpredictable and passive. Cold outbound would have been a distraction. The real opportunity was sitting in their existing network, waiting for someone to pay attention to it.

A third needed help converting. They could start conversations but had no reliable path from "interested" to "signed." A fourth needed to get the story right before doing any outreach at all, because inconsistent positioning was undermining every conversation before it had a chance to go anywhere.

Four different agencies. Four different root causes. Four completely different prescriptions.

The mistake most agency principals make is skipping straight to tactics. They read something about trigger-based outreach or see what another agency is doing and decide that is the answer. Sometimes it is. But tactics applied to the wrong problem do not produce better results. They just produce more noise.

The thing that actually moves the needle is an honest diagnosis first. Not what you want the problem to be. Not the problem that has a solution you already know how to implement. The real one.

In the next post I will break down the two most common agency BD problems I keep seeing, and share a simple way to figure out which one you are dealing with.
